On December 17, Liu Zhiwu, a member of the Standing Committee of the Zhengxiangbai Banner Party Committee and Deputy Banner Chief, led a special inspection team—comprising key officials from the Banner’s Emergency Management Bureau, Industry and Information Technology Bureau, Market Supervision and Administration Bureau, Fire and Rescue Detachment, and other relevant departments—to conduct a targeted supervision and inspection of work safety at Nojin Carbon Technology Co., Ltd. in Zhengxiangbai Banner. Zhao Haihong, Executive Deputy General Manager of the company, and Hou Laiyou, Deputy General Manager in charge of safety and environmental protection, accompanied the inspection throughout and provided detailed reports.

Deputy Flag Chief Liu Zhiwu and his delegation went straight to the production frontline, with a particular focus on inspecting the safe production conditions in Workshop No. 1 for Graphitization. The inspection team meticulously examined the safety protections of the graphitization furnace equipment, the certification status of specially trained personnel working on hazardous tasks, the approval procedures for operations in confined spaces, and the implementation of lifting operation regulations. They also rigorously reviewed maintenance and inspection records for GIS power facilities, graphitization furnace monitoring and alarm systems, and lifting machinery. At the site, Liu Zhiwu pointed out that winter is a high-risk period for production safety accidents, and enterprises must strengthen daily equipment inspections and strictly implement measures to prevent freezing and condensation. He particularly emphasized the need to deepen the dual safeguard mechanism of "human-based prevention plus technological prevention," ensuring that all monitoring and alarm devices are intact and effective and that reliable interlocks are in place. He stressed firmly that equipment must never be allowed to operate while malfunctioning, thereby fundamentally enhancing overall safety levels.

At the inspection site, Hou Laiyou, Deputy General Manager in charge of safety and environmental protection and also the company’s chief safety officer, provided the inspection team with a comprehensive report on the company’s current safety management system and its specific practices. He elaborated in detail: “Nujin Technology has always placed safe production at the forefront of all our work. We have now established a safety production responsibility system that covers every employee. Through regular identification and remediation of potential hazards, strict approval and supervision of hazardous operations, and enhanced emergency drills, we are rigorously implementing these measures. In terms of environmental protection, we ensure that online monitoring data consistently meets standards and that solid waste is disposed of in compliance with the law. Our fire safety efforts prioritize prevention, with fully equipped facilities and regular drills. Regarding occupational health management, we strictly enforce pre-employment, on-the-job, and post-employment medical examinations, and regularly monitor and publicly disclose hazard factors in the workplace, thereby effectively safeguarding the health rights of our employees. We will take this supervisory review as an opportunity to continue deepening our refined management and further strengthen our safety and environmental protection defenses.”

Subsequently, Zhao Haihong, Executive Deputy General Manager of the company, provided a supplementary report on the company’s overall development situation. He began by expressing gratitude to the Banner Committee, the Banner Government, and various functional departments for their long-term care and support of Nuojin Technology. He then briefly outlined the company’s current operational and production status as well as its future development plans. Zhao Haihong stated: “Safe production is the lifeline of our enterprise’s development and also the fundamental way we fulfill our social responsibilities. After listening to the report, Deputy Flag Chief Liu Zhiwu expressed appreciation for Nuojin Technology’s efforts in safety production management and once again emphasized the utmost importance of safe production. He urged the company to earnestly fulfill its primary responsibility for safety production, firmly establish a “red-line awareness” and “bottom-line thinking,” and pay particular attention to high-risk critical areas such as confined spaces, lifting and hoisting operations, and work at heights. He also called for continuously stepping up the identification and rectification of potential hazards, implementing safety precautions this winter and next spring with the strictest standards and the most practical approach, resolutely preventing all kinds of production safety accidents, and creating a stable and secure environment conducive to the high-quality economic and social development of the entire flag.

This supervisory inspection not only serves as a comprehensive assessment of the company’s work on safe production, but also provides powerful encouragement and guidance.
