On May 30, the second meeting of the Safety Committee and the kickoff meeting for the Safety Production Month campaign were held in the second-floor conference room. Members of the Safety Committee, heads of all departments, and workshop team leaders and above attended the meeting, which was chaired by the Safety Committee Office. 
This meeting, centered on the national Safety Production Month theme of “Everyone Prioritizes Safety, Everyone Knows How to Respond to Emergencies—Identifying and Rectifying Risks and Hidden Dangers,” comprehensively outlined the plans for the 2026 Safety Production Month activities and set forth clear requirements for safety, environmental protection, fire safety, and occupational health work in the second quarter and for the remainder of the year.

The Safety and Environmental Protection Department began by explaining the plan for the Safety Production Month activities. The meeting noted that June this year marks the 25th National Safety Production Month. The Graphitization Plant will focus on enhancing all employees’ safety awareness and emergency response capabilities, implementing a series of initiatives—including company-wide safety training, realistic emergency drills, comprehensive hazard inspections, and a plant-wide “risk identification” campaign—to truly achieve “further heightened awareness, strengthened skills, zero remaining hazards, and fully enforced accountability.” During the campaign, priority will be given to conducting practical drills such as confined-space rescue and fire evacuation, introducing job-specific risk‑identification cards, and developing four‑color risk‑mapping charts, ensuring that every employee can identify risks, adhere to procedures, report emergencies appropriately, use fire extinguishers proficiently, and master basic first‑aid skills. 
Hou Laiyou, Director of the Safety Committee and Deputy General Manager, delivered a mobilization speech for Safety Production Month. Drawing on several recent high‑profile accidents nationwide, he thoroughly analyzed the common underlying issues—such as lax safety awareness, perfunctory hazard identification, inadequate enforcement of safety procedures, and weak emergency response capabilities—that these incidents have exposed. He emphasized that all employees must learn from these cases, completely abandon complacency and wishful thinking, and ensure that “safety is discussed before every shift, procedures are strictly followed during operations, and hazards are systematically inspected while on duty,” making safety a habit and an everyday norm. With regard to emergency preparedness, he urged all staff to master essential emergency protocols for their respective roles, proper use of fire‑fighting equipment, initial response to potential hazards, and evacuation procedures, treating drills as real‑world scenarios to guarantee swift, well‑coordinated responses in emergencies. In terms of hazard identification and remediation, he stressed the importance of conducting thorough, on‑site inspections at key areas—including machinery and facilities, electrical systems, fire‑protection systems, and work processes—leaving no blind spots or oversight. All identified hazards must be tracked in a dedicated ledger, addressed through a closed‑loop corrective process, and verified upon completion; he firmly reiterated the principle: “No hazard eliminated, no work performed; no equipment operated.”

Executive Deputy General Manager Zhang Peigong provided overall guidance on safety and environmental protection efforts. He emphasized that safety training must be conducted promptly, with new employees receiving training immediately upon joining; unauthorized work without proper training is strictly prohibited. Safety management must remain closely integrated with production, and managers at all levels are expected to proactively identify and control risks, keep abreast of employee conditions, and prevent workplace accidents. Continuous efforts should be made to strengthen cautionary education, establish clear on-site operating standards, and hold those responsible accountable for any emerging safety concerns, ensuring that accountability is effectively enforced. All departments are required to frequently engage directly with frontline operations, proactively addressing challenges and alleviating burdens while empowering workshops to focus on their core tasks—maintaining equipment, ensuring output, and safeguarding worker safety—thereby truly achieving the goal of “managing and serving the front line, with the front line protecting safety.”

At the meeting, Executive Deputy General Manager Zhang Peigong and Deputy General Manager Hou Laiyou distributed safety‑education wall charts and safety‑related books to the workshops. All attendees rose to their feet and took a solemn safety oath; the resolute and powerful pledge underscored the entire workforce’s unwavering commitment to upholding the safety baseline. Following this, participants jointly watched a promotional video highlighting the Safety Production Month activities. The convening of this meeting officially marks the launch of the Graphitization Plant’s “Safety Production Month” campaign. By leveraging the month-long initiative to drive year‑round efforts, the plant will persistently advance the shift from reactive management to proactive prevention, thereby laying a solid safety foundation for its high‑quality development.
