On October 18, the "Three Entrances and Four Deliveries" event—a specialized training seminar on procurement bidding and supplier management for state-owned enterprises and leading companies in industrial chains—organized by the Shanxi Provincial Department of Industry and Information Technology and the Shanxi Provincial State-owned Assets Supervision and Administration Commission, and hosted by the Shanxi Specialized, Fine, and New Enterprise Association, officially kicked off at the Qingkong Innovation Base. Seizing this valuable opportunity, our company registered for the training to enhance the professionalism of our centralized procurement department.
At the outset of the event, the organizers emphasized in their opening remarks: "The procurement and bidding systems of state-owned enterprises represent not just a set of regulations, but also a universal business language and a powerful endorsement of trust. For small and micro-sized enterprises, learning from these systems is not about being constrained by rules, but rather about gaining the ability to effectively engage with larger platforms—this is a crucial step for businesses to move toward standardized, large-scale growth." This introduction naturally led into the core segment of the event: a series of specialized training sessions. Over three hours, Professor Peng Xinliang thoroughly explained the latest policies and regulations governing procurement, bidding, and supply management in state-owned enterprises, dividing his presentation into four key sections: 1. The unique characteristics of state-owned enterprise procurement and the legal frameworks applicable to it; 2. China’s comprehensive bidding and tendering system; 3. The critical issue of “compliance” in state-owned enterprise procurement; 4. Supplier management practices within state-owned enterprises. These insights hold significant implications for small and micro-sized enterprises: First, the central challenge in current state-owned enterprise procurement lies in balancing "public compliance" with "operational efficiency." The introduction of new regulations aims precisely to clarify this balance, enabling compliant organizations to unlock greater efficiency. Second, the misuse of "bidding procurement methods" and the unwarranted fear surrounding "non-bidding approaches" have become major risks today. It is essential to deeply understand the statutory conditions under which each method should be applied—only then can enterprises truly achieve "compliant procurement." Third, supplier management has evolved beyond the simplistic "onboarding" and "blacklisting" processes. Instead, it now involves dynamic performance monitoring and risk assessment throughout the entire lifecycle of supplier relationships. Establishing a robust, science-based evaluation system is the key to optimizing the supply chain. Fourth, state-owned enterprises must shift their focus from "cost reduction" to "value creation." By leveraging procurement strategies to support innovation and nurture specialized, niche, and innovative enterprises, they can build a healthy, sustainable supply chain ecosystem—ultimately driving high-quality development and fostering the cultivation of new, advanced productivity models. Professor Peng’s engaging and insightful three-hour presentation combined theoretical depth with practical guidance, providing participants from state-owned enterprises, leading companies in their respective industries, and related professionals with a comprehensive knowledge update and vital risk awareness.
The afternoon session of the event featured a specially designed interactive exchange segment, during which attendees from state-owned enterprises and various small- and micro-sized businesses eagerly posed questions. They engaged in lively and insightful discussions with the keynote speaker and their peers, addressing practical challenges encountered in day-to-day operations, industry-specific management issues, and even exploring future trends in the sector. The atmosphere at the venue was vibrant, with ideas constantly sparking and clashing in meaningful ways. Participants unanimously agreed that this "training + salon" format not only deepened their theoretical understanding but also provided tangible solutions to real-world problems, fostering mutual learning and strengthening business connections among peers.
